(2) ... fulfill a great aim" or something like that (I don't remember his exact words). Under Mao, tens of millions of Chinese died from hunger, torture, suicide to escape such torture, and fatigue from unreasonably hard work as punishment.

The quote is not an endorsement of Stalin. The essence of the quote is non-existence = no problem. That's also the essence of antinatalism, i.e., existence = problem/non-existence = no problem.
