Gonna need a source on the first, but as for the second incident you mentioned, the restorative justice approach is literally what the victim wanted. The majority of victims don’t even want harsh punishments, so stop acting like you’re speaking for them as some homogenous group.
It is temporary not permanent. Many of the unhoused persons are unhoused permanently because they don’t want to be drug free. Drug addiction is the problem.

That’s why it’s an addiction. If you could just go “oh gee I don’t wanna do drugs anymore” and that was that then we wouldn’t be in this quagmire. Drug addiction is a medical illness, it should be a public health issue, not a criminal one.
