The policy debate splits carbon measures into mitigation and adaptation, and mititation tends to apply to 'ongoing economic activities' and adaptation tends to apply to 'emerging geophyiscal phenomena' ... and somehow NETs are not quite either, so don't come into focus.
I do think they are also covered by the environmentalist fears of geoengineering that @micsolana calls out, but also (separate point) suspicion of lots of the options on offer, such as CCS, which often look like (whatever they may actually be) bids for handouts by FF leaders.
