UNFCC regulates carbon emissions for some countries and some (heavy) industries, but it is a problematic system (being negotiated as I write at
#cop25). The problem for the voluntary segment (industries that are not regulated, and their consumers) is that offsets need regulating -
Without digging too deeply here, there are various ways to offset carbon (agreed by UN) and they are wobbly in various ways: - cap+trade, i.e. emissions permits, is the classic: but it is wobbly because the cap is wrong, and enforcement is lax Voluntary offsets don't use these.

I don’t find “offsets” per se (tree planting etc.) to be verifiable / additional / scalable / permanent enough, so I instead buy renewable energy credits (RECs) vía
