Because most of them are getting the PhD for the love of the title and not research. Shouldn't a PhD be a "training to become a researcher" while helping the field/community grow? e.g.

A PhD is extremely well trained in getting a PhD. They are usually trained in highly bureaucratic Environments. This is a hard earned skill which becomes in certain cases the "main" skill. I guess this is the relevant point in this discussion
