Penn Wharton @BudgetModel analysis of the Trump payroll tax proposal: $800b cost, "very little net impact on short-run GDP." Here's the distributional breakdown: https://budgetmodel.wharton.upenn.edu/issues/2020/3/12/president-trump-payroll-tax-holiday …pic.twitter.com/DKZAV58r6p

Looks to me they @BudgetModel modeled the distributional affects of the employer-side the same as the employee-side (happy to be told I'm wrong there). If so, that's just wrong. No way a temporary, one-time cut in the employer-side payroll tax makes it way to workers.

They definitely did: "budget scoring convention dictates that wages would rise to offset a reduction in employer-side payroll taxes"

FYI that's just to kill Social Security and Medicare. Please don't let the "math" get in the way of the real aim.

More importantly, how will this help people who are losing wages because they are sick or are in isolation and can't go to work??
