Nice to have these extra details, Jon. I've added your 1989 report to my brief description here: http://folk.uio.no/roberan/t/global_mitigation_curves.shtml#history …

One clarification, though. Your text implies that the concept of the carbon budget emerged in 2009, but creating carbon budgets was a central part of our 1989 book!

Yeah, I saw that. I'll clean it up. The idea is more that in 2009 carbon budgets became linked directly to specific temperature limits and awareness of them exploded.

Yes, awareness exploded in 2009, because Copenhagen adopted the warming limit framing. Also, this article came out:

I would add that the link between temperature limits and carbon budgets was in our 1989 book also. The warming limit framing was laid out clearly there.

Here are the steps we laid out: Set normative warming limit (1.5 or 2C or 2.5C). Calculate carbon budgets to meet the limit. Divvy up budgets to deal with equity issues.

What's remarkable to me is that the basic framework is finally the one that most sensible people use to assess the climate problem. It took three decades!

Also, Bill Nordhaus was the first to speculate about using a 2C warming limit in the 1970s, though he recoiled from the idea in favor of the standard benefit-cost framing of economics.
