This is a terrible tragedy and awful end to a brutal year. It is a system failure that resulted in irreversible harm to two families. My heart goes out to the families of the victims. We will hold the man who did this accountable. We will support the families of the victims
So in prison they interact with guards and staff. Outside prison they interact with EVERYBODY else. Your point might be valid if these prisoners were released and then isolating themselves or better yet, were under house arrest. But they aren’t.

The epidemiologists emphasize the risk is due to congregate settings, and indoor spaces. Having too many is a greater risk in thier view than the freed criminals, I agree.
