I'm not very confident that there'd be a Jet Set Radio any time soon (never), but I thought the premise was interesting. MMOs typically are about character creation and expression of individuality, amongst many other things.

Jet Set Radio touches upon that with the graffiti tagging, rebellious street culture, environmental destruction, and tribalism (e.g. in-game clans). You could do a lot with in-world "global" events, for example.
