They honestly could, but they don't. They know it's more beneficial to have fans make them look good. Now, like Sonic Mania, Panzer Dragoon and Streets of Rage, we need a new developer made of fans for Sega to give the Jet Set Radio license to. And make a great game.

The REAL truth is that they're using fan hackers as an excuse to not improve themselves. And they're not the only ones. Take Capcom with Ace Attorney Investigations 2. Why make an official translation when fans have already done well enough?
