Why would you not include San Antonio? Close to Austin (UT) & driveable from Houston, 31st TV market. And how about San Jose, in the 6th largest market? I still think Portland fits
All of those that you mentioned would be great, I think! My thought process was based around a market need/want for local pro football, college infrastructure for facilities, and population to support. Also, I tapped out after four suggestions. Haha

You don’t recruit local HS players for pro football. Players are drafted from the college ranks nationally
Thats certainly how the established NFL spreads their incoming talent pool. A startup league holding a draft w/8 empty rosters would be complicated. Local teams w/local talent to fill rosters might be a good first step for Year #1. Lot of good HS players w/bad grades & no options
National ratings will come if the play is high quality or the personalities are attractive. You have to get consistent local support first to fill the stadium and look good on TV. Major markets are more fickle about their teams because they have more options to spend their money.
I noticed that too, I think they could still compete if the XFL is a more attractive brand overall, with higher profile players. There are a couple soccer stadiums there too, I think
