    The regulation Cummings is leaning on was put in because of domestic and child abuse in the home. To say to people who felt their children were not safe could leave. It was not because of childcare crisis, it might lead to confusion but that was what it was for.

        Rather worried if you’re a social worker and feel looking after a 4 year old child’s welfare is now considered poor form. Amid the political football being played, we should remember that safeguarding the welfare of a 4 year old was central to this.
