How do you gently say no to people (who you only sort of know) who ask to have coffee with you but there's no reason, no agenda, and you're trying to protect your calendar?

I’ve tried this and pretty much everytime, the person who asked for the meeting couldn’t make it and stopped trying to ask for a meeting.
