How do you inspire intrinsic motivation from the outside? Wouldn't behavioral scientists say that you tap into intrinsic motivation, else it isn't intrinsic?

Can't you stimulate an entity to change itself, rather than just change it from outside, and if you can, aren't you encouraging its intrinsic motivation? And can I out-pedant you?
