I would like to know how it is possible that someone can send currency of type "a" to a wallet of type "b" and be accepted. I am also told by Kraken support that it is possible to return the money but will not.

There is no mechanism for rejecting a valid transfer at the recipient. 2 chainz can share the same valid address. Possible to recover != feasible or reasonable. Cost to recover could be massive.
