Question of the day: if all the ICOs the SEC chairman has seen are securities, but none have registered. What will/can the SEC do?

Problem is, they can only go after domestic exchanges so while they may wipe out the friendly US exchanges, they will only embolden the foreign exchanges outside of their reach.
yes that could be an issue. although china and other countries are already cracking down. def a complex problem
