Which sanctions is he talking about? I’m not aware of anything that would prohibit payments to non-sanctioned individuals.
These are activist sanctions companies are taking on their own. It is a cancellation of the general population without being legally obliged to do this. They hide behind the sanctions for obfuscation, but this is punishment of Russians and Belarusians to fill the virtue meter.

Even a read of the FAQs should prevent this virtue signaling and credit seeking. “sanctioned area?” Not a covered person or a specially designated national (SDN), then no prohibition.

It's wild wild west Jesse. Sanctions & restrictions always creates gray areas so now organizations & companies can & will stiff whomever as they wish. We're back to lockdowns of covid era when lack of guidlines created chaos & hurt many. This time around It's about transactions.
