Are you on REST or websockets?
They were all on websockets for the full 1000 lines of data.
The Cwatch team is aware of the situation.

Jessy, snapshots returned are okay, as well as updates after initial snap (ws).
The problem likely lies in CW/Kraken caching mechanism to sustain full OB.
