You're building a railroad across the country to increase efficiency of moving things around. It's best to build it with steel but steel production has a byproduct of toxic waste. Some steel manufacturers don't dispose of their waste properly. Who's to blame for enviro. impact?

What if there was a material that was 100’s of times more proficient than steel with every little environmental impact. Would you not build the railroads (payment corridors) with that material?

You don't necessarily need something physically better. Maybe steel does the job well enough and it's cheaper. Maybe you're going to replace it in 20 years, anyway. If you want to take price out of the equation, make steel more expensive than the 100x "better" alternative.
