Can this be offered to Miami more as a trade, contingent upon a commitment to not do the same things that led to the demise of SF? I’ve already seen posts about how terrible it’s going to be for equality to have more money moving in to Miami. Maybe a political foot-voting block?

That's probably true but Miami-Dade county consistently votes Democratic. Tech was hopelessly outnumbered by the native maniacs of SF. You put your pot of gold in front of a klepto and they're inclined to spend it for you. Leverage will be diminished after everyone moves in.
Miami could be more resilient than SF due to Cuban population that escaped communism, established roots, and don’t want to have to escape again.
Also I don’t think people want to live in bright red counties. Weed is often illegal, and the quality of coffee / music suffers.
