Can this be offered to Miami more as a trade, contingent upon a commitment to not do the same things that led to the demise of SF? I’ve already seen posts about how terrible it’s going to be for equality to have more money moving in to Miami. Maybe a political foot-voting block?

the people moving to Miami will not support the stupidity of SF and CA politics/policies.
