How exactly can a town be more than the sum of its residents? Especially if those residents tacitly conspire to close off their town (as most of us in the Bay Area do).

Nothing wrong with putting walls up around your house, neighborhood, city. We charge to come across the bridge. Is that racist? Some people just want to be left alone on their island and not be colonized or upgraded or forcibly diversified or whatever they don't actually want.
