Of course but they will vote against it regardless. If you pair the income tax decrease, you have a shot at converting everyone who is anti-new taxes and make the long-term value (decreasing income tax burden) more clear.

Seems like it should have a shot. New property owners and the employed are subsidizing the CoL for all the retired homeowners. It's failed rent control on steroids. Meanwhile, the highest earners are abandoning the state because they're tired of getting fleeced on both ends.
