I agree with that premise but not the conclusion that SF must therefore provide enough vacant lots and safe campsites inside the city for all comers.
Wasn’t there a pilot program with a large sanctioned encampment on Pier 70? Several years ago, probably under Ed Lee. What was the outcome? The site clearly was disbanded, but surely we had some learnings?
