I'm looking to hire a few people full-time to work on an alternative to urban camping in California. My approach will be to use the current city budgets outside of the cities, with comprehensive care, away from drug dealers, in more cost-effective areas. Who should I talk to?

Newsome for starters. But you will need to force such people into these “encampments”. Many legal tangles to beat.

Most will come through the legal system, accountable for a crime. The judge can offer them 3 choices: prison, exile from the city (prison if they come back), the "encampment", which they'd be free to leave at any time.

Exile?! Dude this ain’t Palestine in the time of the Romans. It would have to be some kind of reformative therapeutic/ custodial program in some kind of community for longterm substance abuse victims/ perps that provides meaningful work and vocational/educational assistance.

This program would be all that. Exile is an option available to a city, state, nation. This would be an alternative to exile and prison.
