I'm looking to hire a few people full-time to work on an alternative to urban camping in California. My approach will be to use the current city budgets outside of the cities, with comprehensive care, away from drug dealers, in more cost-effective areas. Who should I talk to?

I don't know whether to see this as a cynical attempt to address homelessness by calling it "urban camping" and attempting to relocate them, or a pretty good idea...

Homelessness isn't really the problem for cities. There are usually enough resources for the temporarily homeless. The problem is the indefinite camping, the drug-induced crime, theft, lawlessness, sanitation problems that come with it. This is largely about the mentally ill.

Repurposing old malls into indoor assisted living villages for seniors struggling with cognitive issues is a good idea.Using old malls to create a healthy place to help others regain one’s foothold in society is a great idea if thoughtfully planned and support services in place.

Crime is only drug induced because they aren't responsibly regulated. Which would eliminate the astronomical cost and the crime that goes with it. Just like prohibition fostered criminal elements. But of course the govt already knows this. Somebody has to be the fall guy I guess.
