What is this in reference to?

Loads of people fleeing California due to ridiculous policies and high taxes, over all declining quality of life. Some opting to stay behind because they think they can somehow turn it around.

The mobile wealthy are moving. CA's tax revenue is super top heavy -- top 1% paying 50% of the taxes.
This is 2018 data and I'm sure 2019-2020 will look even more grim for CA.
