"Boudin, however, says street-corner arrests aren’t the answer." This is part of the reason why the Street Level Drug Dealing Taskforce I sit on is divided. No one can present an acceptable alternative to enforcement other than not to enforce.

Why isn't arresting drug dealers the answer? You don't need to catch em all -- once you make it known that you're serious, most will stop or leave the city.
How about banishment/exile? Oldie but goodie. You exile these guys and when they come back you arrest them for that.
Dealers are usually slapped w/ stay away orders alongside the drug charges. Many dealers will end up with several stay away orders from the same area. Not effective if there is no real punishment
