The issues with doing it for email don’t all apply to physical mail though. Physical already has spam control fees — they’re just not high enough.
Yeah. I think we lost the thread a bit on whether this was about email or mail. Agree that fees should be higher for physical bulk mail, if even just to cover the immense waste of paper and the subsequent environmental cost.

It’d be like if gmail sold email delivery to your mailbox to spammers and 95% of your email was spam. Better UX is to try to filter it for you. USPS doesn’t see it that way.
USPS could charge for no-spam accounts or charge more to spam.
