It's effectively the privatization of public services so realistically not politically feasible but could work with USPS.
My grandpa mostly raised me. He was a delivery man for 35+ years. I have a special place in my heart for the USPS but the institution needs an upgrade.

Raising the prices should solve most things including spam.
Only way to do this without a massive public outcry is a version of Prime.

Goal for me would be less receiving, which does cost me in the form of time and attention on filtering. Right now it's 100% spam BUT once or twice a year the government or some laggard sends me something. So, I have to monitor my spam folder as if it's my inbox.

The USPS should raise prices on bulk (spam!) mail while keeping a stamp at the lowest price possible

would be nice if postal services couldn't process delivery to a physical address. There could be some key database maintained by the USPS and if you want to get mail to my house, you have to provide the public key I gave you and they will match it to the actual delivery address.
Create open database. Let anyone specify the mail they want / dont want.
USPS doesn't monitor it or enforce it, just delivers mail, per usual.
If you receive mail you said you didn't want, you report it. Sender pays you $1 and USPS $1. Each subsequent offense, amt goes up.
