People don’t just appear either. They’re drawn like a magnet, from all over the nation, to the failed policies and enabling system offered by SF. Somewhere doesn’t have to be SF. You have a duty to uphold zoning laws, at a minimum. Sidewalks aren’t for housing.

This is categorically false. Folks end up without shelter here because at some point they stopped being able to afford rent. No one moves to the city with the highest rent in the world to get better street sleeping.

And you know this from your extensive work with folks experiencing homelessness? Research from organizations on the ground refutes this again and again and again. This is a myth folks tell themselves to feel less guilty about spending their disposable income on luxury not care.

Yes, actually. I don't know what "research" you're referring to but take a look at the sponsors & incentives. Go talk to some of these folks and you'll find that most are not SF natives down on their luck. They were homeless when they moved to SF.
