Split the police and budget in to 2 groups: 1. protect & serve 2. enforce laws Let people vote on how they want to allocate that budget. Part of the problem here is the psychology of the enforcement guys. In fact, group 1 should defend the public against group 2, if necessary.

Depends on what you want.. the P&S guys could be like calling an emergency social worker to defuse the situation and get everyone to safety. The LE guys could handle it too but then more likely taking someone to jail with crim charges following. Could be both show up.
