How much of a city's police budget comes from the state or federal government? What happens if a city decides that the city's police are only going to enforce a specific set of laws that is agreed upon at the city level?

How is this tracked/enforced at the state/federal level? Maybe the cops were just too busy actually protecting and serving to enforce BS state/federal laws that weren't a priority relative to the other issues. What can they do but offer you even more funding to fill the gap?
