How much of a city's police budget comes from the state or federal government? What happens if a city decides that the city's police are only going to enforce a specific set of laws that is agreed upon at the city level?

That will just free up time to police the crimes that aren't presently being addressed. You know, like mean tweets.

Maybe it means we can have higher standards and pay for police or it means they can spend more time protecting and serving.

Haha good luck. Education budget cut for state schools in that state, no more federal highway money, and many more levers. Remember how Louisiana didn’t want to raise drinking age? Know why they are the state with most dirt roads? No honey from DC...

How is this tracked/enforced at the state/federal level? Maybe the cops were just too busy actually protecting and serving to enforce BS state/federal laws that weren't a priority relative to the other issues. What can they do but offer you even more funding to fill the gap?

It goes a very long way. The feds specifically use funding to bring States into compliance with their idea of law and enforcement because they don't have the manpower to enforce much of anything directly.
