Why is there outrage over well-run, profitable companies taking federal COVID loans? Just because they have cash in the bank doesn't mean they're not affected. Wouldn't it be unfair to only give the loans to those who weren't prepared?

Then it's a problem with the distribution scheme, as with all new money. Shoulda given to everyone equally, at the same time or not at all. That's not Shake Shack's fault.

How do you know if the rule was malformed? If the rule was "take as much as you want", would you take it all and come up with some better rules to distribute on your own, or would you leave it to the next guy to take it all and keep it?
