Why is there outrage over well-run, profitable companies taking federal COVID loans? Just because they have cash in the bank doesn't mean they're not affected. Wouldn't it be unfair to only give the loans to those who weren't prepared?

I don't have the information to say Shake Shack didn't need it more but I'd be curious to know what the decision criteria and prioritization scheme are.
Ya, problem is the government introduced the "hooking up your big clients" path, which forced the banks' hand. How could they explain not taking that path to their big clients if it's available to them?
