If the government wants to kill the cartels they can do so without a shot fired, just decriminalize drugs.
That would also increase jobs, decrease crime, weaken gangs, make police safer and free up police and courts to focus on other crimes.

Is it the drug use that’s the problem or all the crimes people commit while on drugs? Sounds like the problem is a lack of enforcement of other laws.
