Can someone ELI5 how this works? When the state orders a private business to give its services away for free, does the state reimburse the business? Insurers can’t magically “waive” costs away any more than individuals can. What am I missing?

That’s like saying out of pocket costs, like money, for canned beans don’t apply anymore and the stores fully cover it.

I dont think so. The state declared emergency and put on price controls. It's not free though, these people have insurance plans that were paid for.

The state is forcing the private business to give it's services away for free. It's only a matter of time until the state bankrupts all the businesses in California. Run!!!
