How much does it cost the taxpayer to keep this guy for 12 years? There oughta be a way to veto funding for specific abuses of power. I don’t care if this guy knowingly had his phone. Punishment is highly unjust, as is the theft from the taxpayer.

It is horrible... if a guard doesn't like a guy, he can just let him bring in his phone and then call him out later?!?! Should a prisoner be held accountable for his booking happening correctly?!
