Our system of addressing homelessness has failed. We cannot continue a bottoms up approach and expect the system will change on its own. It will only change if we change statewide public policy. That’s why we need a legally enforceable state imperative to bring people indoors.

National issue. If CA isn’t going to put up a wall, best you can do is make sure your city is significantly unattractive relative to the alternatives. That would mean reducing services to actually reduce the problem at your door. Don’t subsidize what you don’t want.
