Changing the regulation of land (and allowing more freedom to use property as the owner sees fit) would be an enormous improvement.

Letting people do whatever could be bad zoning. Gov zoning commitments play heavily in to land value. Not that they should never change but uncertainty has a market impact too. I definitely don't want my neighbors doing whatever and everybody is somebody's neighbor.

The definition of whatever has expanded to a very large and expansive definition.

There are legitimate concerns zoning laws seek to address, but those concerns rarely ever reflect on why we don't build more than we do (even *in* cities, let alone new ones). It's not a matter of whatever so much as it is a matter of being unable to do anything at all.
