Instead the gvt punishes high earners and those who contribute to the economy through job creation, investment, etc. The world is getting smaller and people are leaving financially oppressive places like California and New York for somewhere they are more welcome. Ie Puerto Rico

Makes you wonder why there isn't just a cap.. could even be a rolling 10 or 20 year cap. Say, you don't pay more than $200m over a 20 year period to the state. Better than nothing for the state and maybe enough of a break for the super earner taxpayer to keep them from moving.
