Everyone would get really mad about 1-3, but 5-6 are just called lobbying.

Govts could just sell these services outright and they'd pay for themselves. Don't want to wait at the DMV? No problem, that'll be $1000 extra per visit. Don't want to deal with the hassles of parking limitations/meters? No problem, that'll be $5,000/mo.

Seems like allowing the wealthy to skip the line at the DMV might be the quickest way to bring back the guillotine back into fashion.

I dunno.. you don't see people getting executed for buying the express pass at Disneyland, or taking advantage of valet parking. In some states, you can do most DMV functions at a AAA.

Can't the rich already "skip the DMV line" by sending one of their personal assistants instead of going to the DMV themselves? It seems that the "skipping lines" perk is already active for the rich no matter how much taxes they pay or not.

I've heard about this kind of thing for movie stars but you can't send your assistant to take a new photo for you, or take the driving test for you. There are several services that will send people to wait in line for you for just about anything though.
