* automatic payment of parking tickets so that no paperwork has to be done every month. But that should be a perk for everyone. I already pay all of my recurring bills automatically every month without having to press a single button so why not parking tickets too? I'd grant it.

This is literally true. Before we had points on drivers licenses in Europe a speeding ticket was basically just a price. I know people that drove to the Côte d'Azur in the summer with multiple envelopes of cash for each amount of fines ready in the glove box. 1/

You don't even have to count the bills. Opportunity costs > paid fine. You should see the look on the police's face when you pulled this off. Another example: In Germany the police needs to identify the driver if you get caught on pic by a fixed cam. Pretty often they can't. 2/
