People likely aren't homeless by choice. There are many reasons someone can become homeless, and our system is not conducive to helping someone out of poverty. Sending them to Alaska to freeze is not a solution.
Nobody suggested that was a solution. The solution proposed is a remote, isolated training facility where they can get away from their problems, get help with their illnesses, learn skills that will benefit them for life and contribute value to the country.
