Some Googling and back of the envelope math... an alternative proposal for SF's budget and plan to address perpetual homelessness and drug addiction in the city (outside of the city). Is this crazy?

It's not really a work camp.. attendance is paid for by San Francisco and people are free to leave whenever they want. Most likely, these would be people who would not be accepted by the military because of their current health.

That is exactly what I had in mind, though they would need to be extremely isolated from their bad habits.

Yeah, isolation does not cure addiction. It likely makes the underlying mental health conditions worse. The best chance is to give them money, housing, healthcare and community in their city. Those are the things that cure addiction, along with suboxone or methadone for some.
