Might end up being the case, but this is a classic example of a business using a law to hide bad behavior.

Yeah, in this particular example, it could be that the business is not actually impacted directly though anyone upstream could be impacted and passing their costs on, which eventually make their way to the consumer.

Agreed, I just hate when journalists don't highlight and/or drill down on this type of incongruence when they're writing about economics and policy like this. Needlessly muddies the debate and undermines the potential harm they're purporting to care about.
