Thanks but I don't have time to tackle this problem at the moment. I wish you the best of luck though. I think the real issue is the supply side, city seeing taxpayers as a bottomless pocket from which they can indefinitely finance and enable antisocial behavior.

None of us really has time unless we decide to. I suspect that the problem can't be diagnosed using economic models that presuppose rational behavior, and that the lesser social behavior is yours.

One way to find out would be to try what has not been tried: eliminate services. Why do people feel morally obligated to solve this particular problem vs the many other more critical humanitarian crises around the world? Focusing on local seems selfish.
