Regulatory “gaps” don’t have anything to do with it. Impenetrable security doesn’t exist. Governments and banks are hacked daily, and even the NSA can’t protect its secrets. It doesn’t have to be easy when the rewards are so high.
Regulatory “gaps” imply that regulators know more, and care more about the protective measure to keep a business alive and functioning than the business’ partners. Implies that systems will learn faster, more cheaply, and more fairly through law rather than free exchange.
