Once you read the methodology, you see that it clearly states that it is a perception poll. "The Thomson Reuters Foundation's eighth annual perception poll was a repeat of the Foundation’s first poll in 2011..."

Actually I am pretty shocked to see the United States in this list right after a number of countries at war or underdeveloped...even Russia is not mentionned although different discriminations against minorities are denounced overthere..

No way India should be #1 on this list. I understand India has its issues, but there are nations far worse where women have NO RIGHTS. This is a biased and politicized rating.
